Quantitative indicators for high-risk/high-reward research

چکیده
This paper describes the key characteristics of high-risk/high-reward research (HRHR), which has gained considerable interest from policy makers as a way to promote development new, ‘out-of-the-box’ ideas. It identifies three dimensions that are accentuated in HRHR research: higher levels basicness, generality and novelty. These knowledge commonly associated with market failure requires public investment because it large spill-overs, long time horizons high uncertainty. is illustrated examples specific discoveries embedding each characteristic application appropriate quantitative measures. The concludes computation demonstration an indicator novelty may be particularly well suited for monitoring evaluation policies.
